COLOMBIA ‘S OIL-GAS FISCAL & TAX POLICIES ANALYSIS AND BENCHMARKING BASED ON MULTI-SCENARIO ECONOMIC EVALUATION

Oil-gas contracts and fiscal & tax polices,which are two core factors in investing overseas oil-gas, largely determine the gain distribution mode and proportion between investors and hosting governments. This paper studies Colombia ‘s oil-gas fiscal & tax policies aiming at providing reference for Chinese investors under new situation. After introducing the history and situation of Colombia ‘s oil-gas fiscal & tax contracts, this paper establishes an economic evaluation model based on the fiscal & tax terms of new and  old oil-gas contracts, which is used to economically evaluate oil-gas projects under multiple scenarios from oil price, production scales and API degree. Evaluation system is constructed, including 9 indicators on fiscal & tax economy and stability, to benchmark the top ten oil-gas resources countries in this area. Colombia ‘s new contract mode decreases the involvement and economic gain of hosting government and increases foreign investors ‘ operating freedom and economic gains. Multiple scenarios economic evaluation shows that the net cash flow per cubic meter under the high oil price is more than that of the low oil price. Heavy oil assets with lower API degree have tax incentives, and the tax cost per cubic meter increases under the high production scale. Colombia ‘s oil-gas fiscal & tax attractiveness benchmark shows that it ranks the fourth among South America ‘s top 10 oil-gas countries. Colombia ‘s oil-gas resources and fiscal & tax policies are of relative advantages in this area, of prospecting outlook in future oil-gas cooperation.This paper presents suggestion for Chinese investors on paying more attention to investing oil-gas industry in Colombia, focusing on the impact of assets type on economic benefits, and risks brought by policy adjustment.

Kyrghyzstan is located in the northeast of middle Asia, where is the core zone of "Silk Road Economy Belt" of advantageous geopolitical position. Kyrghyzstan possesses favorable geological conditions for mineral ores with abundance of mineral resources and good mining situation, which attract lots of Chinese investors. This paper introduces its general situation of mineral resources, analyzes its development situation and investing environment of mining industry from issues of mining right counts, mining investment data and development of large mining companies. It also analyzes its mining policies, laws, regulations and mining administration's evolution, and summarizes its advantages and disadvantages of mining investment, aiming at offering references for Chinese exploration units and mining companies.

This paper, based on China’s 1985-2008 carbon dioxide emission data, GDP and energy consumption, analyzes the relation between carbon dioxide emission and economy and energy consumption via time series, and concludes that economic growth drives energy consumption, which leads to a rise in carbon dioxide emission. Energy consumption is not necessary for GDP increase, which has no clear direct causality to carbon dioxide emission. Rules of economy say that economy can develop without being linked to energy consumption. A low carbon economic development mode is independent upon energy consumption, especially on high-carbon fossil energy consumption.

In order to keep a tungsten resources advantage globally, this paper analyzes the achievements and problems in mining tungsten in China, and presents some approaches. According to the statistical data in China and USA, combined with China’s planned mining quantity, China has made some achievements in mining, protecting and using tungsten resources, but has problems in planned mining quantity, comprehensive utilization, import & export and executing. This paper recommends that China shall limit the mining, enhance the comprehensive utilization, decrease the exploration investment, and boost the application and deep processing. Some suggestions are given to establish big enterprises, to set up associations and to decrease the conflicts between enterprises and governments.
